Promoting accountability and transparency tools for monitoring implementation of MNREGS

Description The MNREGS has been projected as one of the most successful schemes being implemented by Madhya Pradesh. However there remain several challenges in the implementation of the scheme, particularly efficiency in managing the implementation at the village level. The proposed project is a pilot initiative in a few selected Panchayats of Panna and Sehore district. Through this project Samarthan envisages developing replicable models of participatory governance by promoting transparency and accountability in the implementation of MNREGS.

Key Objectives
  • Tracking expenditure of the funds at the village, block and district level
  • Social Audits on MNREGS implementation in ten intensively intervened Panchayats
  • Capacity building of elected representatives and vigilance and monitoring committees (VMC) on labour budget and social audit
  • Ensuring 100 days of employment for the poor and marginalized communities
  • Developing tool kits for measurement of development works under MNREGS
Key output
  • Budget tracking led to payment of arrears to the MNREGS workers in Panna district
  • Two video films and a booklet on the process of social audit prepared and distributed as a ready reference for conducting social audit of the scheme
  • Labour budget was prepared with the participation of villagers and approved by the Gram Sabha. This led to increase in demand and amount of work in these Panchayats
  • VMCs in the intervened Panchayats trained for conducting social audits and writing reports
  • A total of 40 social audits were conducted in all the ten intervened Panchayats
  • Advocacy to check delay in wage payments led to penalty of Rs. 1000 for 59 Panchayat secretaries and sub engineers in Panna district
